While re-targeting and re-marketing are important parts of any marketing strategy, they need to be treated carefully. You pointed it right David that marketers should reach only those visitors who show interest in a product. Spending money on re-marketing blindly is not a great idea.

Visitors landing on your website should also be targeted based on referral source, time spent on website, pages viewed and others. This is a more advanced type of re-engaging technique that must be a part of your main marketing strategy. I use tools like Picreel to let me target visitors based on web behavior. Besides, it also lets marketers initiate popups and overlays that are triggered at the right time. This works quite well on my website.
